The choice of spot shows how close he is to the Quad Summit leaders. Biden has chosen not to run for government again in 2024, which means that Kamala Harris, the vice president, will become president.
China is likely to have the most important say in the Quad Summit talks. Recent fights between Chinese and Philippine ships in the disputed South China Sea have made things more tense. The National Security Council’s John Kirby stated that China’s acts would be a major topic of discussion. The leaders agreed on what problems Beijing caused.
